The cities, county, RCD, and Water Agency together with Sebastopol have participated since 2015 in work groups and technical committees establishing the Santa Rosa GSA. The issue of Basin Boundaries and how to best manage sustainable groundwater have been part of the GSA conversation and plan since onset. The GSA board, GSA TAC, and the work group meetings are all publically noticed and include public participation.

Regarding boundary Adjustment discussions, the City met with neighbor Mutual water companies 7/03/18 & 9/05/18, the the SR GSA TAC met 1/08/18, 5/07/18, & 9/10/18
A "Boundary Adjustment" work group met 7/03/18, 7/18/18, 8/16/18, & 8/29/18
Sonoma County, Sonoma County Water Agency, Petaluma, Sonoma, Cotati, Windsor, Rohnert Park, Santa Rosa, both Gold Ridge and SR RCPs, and numerous interest groups are part of those discussions. Petaluma and Marin met as part of the "Boundary Adjustment" work group. some representative agendas and meeting documents are attached.

Sebastopol City Council approved making the Judicial Boundary Adjustment request at its Sept. 4, 2018 meeting and approved a Resolution at the Sept. 18, 2018 meeting. Copies of the meeting minutes and Resolution are attached.

The majority of comments were about the 3 mutual water company neighbors joining Sebastopol in the Jurisdictional Boundary Adjustment request. Sebastopol City Council agreed to include the three companies at their Sept. 4 and Sept. 18, 2018 meetings.
G. General Existing Groundwater Management
All requests for jurisdictional modification pursuant to Section 342.4 MUST include responses to the following questions.

Local agencies with a role in water management have formed a Santa Rosa Plain Sub Basin Groundwater Sustainability Agency. The GSA will formulate a Groundwater Sustainability Plan to measure and assess the basin's groundwater supply, then implement strategies to both enhance the water supply and limit water draw-down.

The boundary between the Wilson Grove and Santa Rosa groundwater basins not clearly defined, and evidence suggests a substantial amount of interaction between the basins, particularly near Sebastopol. Wilson Grove provides recharge to Santa Rosa; in fact the surface watershed boundary for Santa Rosa is along the Atascadero Crest which is well into Wilson Grove. This adjustment would provide greater coverage, cooperation, and efficiency of resources for managing groundwater supply.

Prior to the formation of the Santa Rosa GSA, the area described in the boundary adjustment request was included in the Santa Rosa Plain Watershed. Attached is the 2016 Annual Report of the Groundwater management Program.

By providing greater coverage area, and tying in the SRP Sub Basin to Wilson Grove so as to include some of the recharge area and additional sections of the watershed, management of ground water will be enhanced and more efficient.

The proposed modifications were discussed both by the GSA Board and the GSA TAC at public meetings. All involved affected agencies and systems have representation participating with both the Board and TAC.
