B. Description of Proposed Boundary Modification

The Siskiyou County Flood Control and Water Conservation District is applying for a scientific boundary modification to the Shasta Valley Subbasin (1-004) based on geologic and hydrologic conditions (§ 342.2). There is community support, hydrologic reports, geologic mapping, geologic reports, and technical documentation that supports the recognition of the strong hydrologic connection that exists between the groundwater basin (currently delineated only by Quaternary terrace deposits and alluvium) and the volcanic and mostly volcanogenic sedimentary rocks that occupy the Shasta Valley. This modification request recognizes that the Shasta Valley groundwater basin meets the criteria to be classified as an intermontane basin-fill aquifer (USGS, 1975) and as a single complex basin (DWR, 2003), because it is composed of alluvial and unconsolidated sedimentary deposits underlain and interbedded with fractured and jointed volcanic rocks and basalt flows that receive, transmit, store, and produce water for both groundwater extraction and streams. The current boundary as defined under Bulletin 118 (2003) does not adequately address the hydrology of the Shasta Valley groundwater basin and modifying to the proposed boundary will allow the GSA to develop and implement a more substantive, accurate and sustainable GSP for all of its watershed stakeholders. The proposed boundary line follows geologic contacts and hydrologic features that define the aquifers that make up the basin. The proposed basin encompasses the majority of Shasta Valley?s groundwater use, groundwater recharge through flood irrigation, interconnected stream reaches, and key hydrogeologic units therefore better representing the aquifers that comprise the basin and promoting Sustainable Groundwater Management. The implementation of Sustainable Groundwater Management in Shasta Valley groundwater basin can only occur if the basin?s boundaries include the hydrogeologic units that comprise the basin; strictly defining the basin by the surficial extent of alluvium the majority of the basin?s land and water use. The short segments of the proposed basin boundary that follow the NHD HUC8 Shasta watershed boundary are used to ensure that the basin?s boundaries are both practicable and practical for the GSA and beneficial users. The basin linework and the hydrogeologic conceptual model of the initial modification request submittal have been revised to better reflect the intent of the initial submittal, and the revisions to the linework are considered non-material changes.

E. General Information

1) Beginning in the Northern portion of the proposed basin (-122.5073, 41.805 decimal degrees) and moving in a clockwise direction, the basin boundary follows the NHD HUC 8 Watershed boundary for Shasta Valley (excluding any outcroppings of Kh - Hornbrook formation) to the intersection with the High Cascade Volcanics (Qv) (-122.2621 ,41.7984 decimal degrees); 2) The boundary then follows the contact between the Western Cascade Volcanics (Tv), and the High Cascade Volcanics (Qv, Pv) to the intersection with the Yellow Butte Fault at point (-122.3173, 41.6514 decimal degrees); 3) The boundary continues along the Yellow Butte Fault (excluding outcrops of Kh - Hornbrook Formation), to its intersection with the older Mesozoic and Paleozoic rocks (Mzg, SOd) to point (-122.2577, 41.5511 decimal degrees); 4) At point (-122.2850446, 41.5490124) the boundary follows topographic and geological features around a cinder cone; 5) The basin boundary then follows the contact of the Plutos Cave Basalt (Qvb) with the older Mesozoic and Paleozoic rocks (Mzg, SOd) and the other members of the High Cascade Volcanics (Qv), to the contact with the glacial deposits (Qg) at point (-122.2927, 41.5473 decimal degrees). 6) The basin boundary continues along the contact of the glacial deposits (Qg) and Volcanic rocks of Shasta Valley (Qvs), with the High Cascade Volcanics (Qv) to point (-122.3806, 41.4425 decimal degrees); 7) The basin boundary continues to follow the contact between the Volcanic Rocks of Shasta Valley (Qvs), and the High Cascade Volcanics (Qv) to the intersection of the southern part of the NHD HUC 8 Watershed boundary for Shasta Valley at point (-122.3919, 41.3751 decimal degrees); 8) The boundary then follows the NHD HUC 8 Watershed boundary for Shasta Valley to the intersection of the geologic contact of glacial deposits (Qg) at point (-122.4155, 41.3577 decimal degrees); 9) The boundary then follows the geologic contact of glacial deposits (Qt) and the Volcanic Rocks of Shasta Valley (Qvs), continuing on contact with the older Mesozoic and Paleozoic rocks (Eastern Klamath Belt, Central Metamorphic Belt, Western Paleozoic and Triassic Belt, and Hornbrook Formation), Quaternary alluvium (Q), Quaternary terrace deposits (Qt), Quaternary landslide deposits (Qls) and mine tailings (t), ending back at point 1 (-122.5073, 41.805 decimal degrees).

Siskiyou County natural resources staff retains an email outreach list of SGMA interested parties. Email updates are regularly sent regarding all SGMA and GSP related activities. County staff reached out to all Shasta Valley irrigation districts, public water agencies, and other groundwater users in the current and potential new basin, to gather information and feedback regarding the Flood Control District potentially applying to modify the current Shasta basin boundary line. Staff attended meetings, met with stakeholder groups, exchanged emails, and held phone conversations to gauge the interest and reaction from the community regarding the boundary line potentially moving to include themselves, their entity, or neighboring entities. County staff held two rounds of public workshops in March and May, to present related material to the community, and the Flood Control District held a public hearing in June.
Natural Resource staff attended meetings with irrigation districts, non-profit interest groups, tribal entities, and community members to discuss modifying the Shasta basin boundary line.
