4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
- The Northern Delta Groundwater Sustainability Agency (NDGSA) is proposing to modify the existing groundwater basin boundaries within the Agency to more accurately reflect the overlying management boundaries and regional characteristics. The NDGSA overlays two different groundwater basins?the northeastern portion of the Solano Subbasin and the southwestern portion of the South American Subbasin. One of the Partner GSAs?independent agencies that are closely collaborating with the NDGSA?also overlies the western portion of the Eastern San Joaquin Subbasin. All three of these groundwater basins have been or are currently proposed to be classified as high priority, largely due to groundwater level declines in areas outside of the Delta. In order to foster more effective and efficient administration and management of groundwater resources, the NDGSA proposing a basin boundary modification to revise existing groundwater boundaries, carving out portions of these three subbasins in order to create a new ?Northern Delta Subbasin?. The new subbasin would be entirely located within the northern reaches of the Sacramento-San Joaquin Delta. As such, this subbasin would recognize the markedly different sustainability concerns facing the northern Delta from those facing the surrounding subbasins, thereby advancing groundwater sustainability efforts by enabling the NDGSA and other GSAs to manage more homogeneous areas.
