4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
- River Boundaries Currently, rivers form the southern boundary of the South Yuba Subbasin and the western boundary of both the South Yuba and North Yuba Subbasins. These same rivers also form the boundaries between Yuba County and the adjacent Sutter and Placer Counties. However, the rivers moved over time, resulting in subbasin boundaries and county boundaries that diverge slightly at certain locations. Due to this divergence in boundaries, small areas of the North Yuba Subbasin are within Sutter County and small areas of the South Yuba Subbasin are within Sutter and Placer Counties. Similarly, Yuba County contains small portions of the Sutter and North American Subbasins, which are almost entirely within Sutter, Placer, and Sacramento Counties. The requested jurisdictional BBMR would align the majority of these boundaries along existing county boundaries to simplify sustainable groundwater management. Currently, the North Yuba Subbasin is 99.9% within Yuba County and 0.1% within Sutter County. The proposed BBMR would move the Sutter County portions of the North Yuba Subbasin into the Sutter Subbasin. Currently, the South Yuba Subbasin is 98.4% within Yuba County and 1.6% within Sutter County. Where delineated by the Feather River, the requested BBMR would move the Sutter County portion of the South Yuba Subbasin into the Sutter Subbasin. Where delineated by the Bear River, the proposed BBMR would move the Sutter County portions of the South Yuba Subbasin into the North American Subbasin. Currently, the Sutter Subbasin is 99.9% within Sutter County and 0.1% within Yuba County. The requested BBMR would move the Yuba County portion of the Sutter Subbasin into the North Yuba (north of the Yuba River) or South Yuba Subbasin (south of the Yuba River). Currently, the North American Subbasin is 99.9% within Placer, Sacramento, and Sutter Counties and 0.1% within Yuba County. The requested BBMR would move the Yuba County portion of the North American Subbasin into the South Yuba Subbasin. Maintenance of Historical Management Two of the YCWA Member Units extend outside of Yuba County: Ramirez Water District extends into Butte County and Dry Creek Mutual Water Company extends into Sutter County. YCWA?s boundaries include these areas of Butte County and Sutter County, and these areas have been historically managed by YCWA and the respective Member Unit. The proposed BBMR would deviate slightly from the county boundaries described above to allow for Ramirez Water District to be wholly within the North Yuba Subbasin. This would place approximately 650 acres of Butte County within the North Yuba Subbasin. Additionally, the proposed BBMR would deviate slightly from the county boundaries described above to allow for Dry Creek Mutual Water Company to be wholly within the South Yuba Subbasin. This would place approximately 530 acres of Sutter County within the South Yuba Subbasin. Modification of the Eastern Boundary The proposed BBMR would modify the eastern boundary of the North Yuba Subbasin to conform with the boundary of the Central Valley alluvial sediments and the consolidated rocks of the Sierra Nevada foothills as defined by the California Geological Survey?s Regional Geologic Map No. 7A, Chico Quadrangle. The modification generally results in extending the basin 0 to 1 miles towards the foothills in the east. This definition is consistent with the existing eastern boundary of the South Yuba Subbasin, which was defined by DWR in the last round of BBMRs. Additionally, the proposed boundary is consistent with the eastern boundary of the Yuba Groundwater Model, which facilitates management and reporting within the subbasin.
