4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
- The area proposed for a basin boundary modification is a tract of white area that lies between the Triangle T GSA and the Clayton Water District, located in the Chowchilla Sub-Basin, and the San Joaquin River Exchange Contractors Water Authority (SJRECWA or Exchange Contractors) GSA, located in the Delta-Mendota Sub-Basin. It includes four parcels of farmland owned and operated by BB Limited. Of the four parcels, two are located wholly in the white area of the Chowchilla Basin within the Madera GSA. The other two properties are located partially in the white area of the Chowchilla Basin, in the Madera GSA, and partially within the Delta-Mendota Basin within the San Joaquin River Exchange Contractors Water Authority GSA. The Exchange Contractors and Madera County plan to enter into an agreement to manage Madera County white areas in the Delta-Mendota Subbasin, within the GSP currently being authored by the San Joaquin River Exchange Contractors GSA. The Exchange Contractors do not have any lands within the Chowchilla Groundwater Basin and will not be assisting Madera County in the management of the white area within the Chowchilla Basin. Because the Exchange Contractors will likely assist in the management planning of the white areas within the Delta-Mendota Groundwater Basin and because two of the four properties reside, in part, in the Exchange Contractors GSA, it would benefit both basins for the Delta-Mendota/Chowchilla Groundwater Basins to realign their boundaries so all the properties in question reside in the Delta-Mendota Basin. To more effectively manage both affected subbasins, the Exchange Contractors plan to consider a modification of the boundary between the Delta-Mendota and the Chowchilla basins if the affected parties in the area support a potential modification. Upon receipt of support letters from surrounding districts, the Exchange Contractors plan to submit a boundary modification request which will follow the political boundaries of the current Clayton Water District and properties in the process of annexation, and the existing Triangle T GSA. This realignment will be consistent with historic management practices on these properties. The white area in question is owned by BB Limited, who also own several parcels of land to the south of the existing Delta Mendota Basin boundary. These properties lie within the Exchange Contractor GSA. If the Exchange Contractors execute an agreement with Madera County to include Delta Mendota white areas in their GSP, modifying the boundary of the Delta Mendota to include these white area parcels will make management easier for all parties. In addition, if the Clayton Water District formally becomes a GSA in the future, these white area properties would be isolated from other Chowchilla Basin white areas potentially making management of these parcels more complex.
