4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
- This would be a Jurisdictional Consolidation Basin Boundary Modification (BBM) that consolidates the portion of the Vina subbasin within Tehama County into the Los Molinos and Dye Creek Subbasins which are entirely located within Tehama County and the jurisdictional boundaries of the Tehama County Flood Control and Water Conservation District (District). The District is the Exclusive Groundwater Sustainability Agency for all portions of the Bulletin 118 identified groundwater subbasins located within the external boundaries of Tehama County. The portion of the Vina Subbasin within Tehama County has a population of less than 1000 people and includes less than 10,000 acres of irrigated agricultural production, compared to the portion of the Vina Subbasin within Butte County which has a population of greater than 60,000 people (likely to rise to greater than 95,000 people if the entire City of Chico is incorporated into the Vina Subbasin through the BBM process) and greater than 40,000 acres of irrigated agricultural production. Additionally, the agricultural lands in the portion of the Vina Subbasin within Tehama County and the Los Molinos and Dye Creek Subbasins are irrigated with a mixture of both surface and groundwater, whereas the agricultural lands within the Butte County portion of the Vina Subbasin are almost entirely irrigated with groundwater. This consolidation would allow the District to consolidate several subbasins within its jurisdictional boundaries that have similar population amounts and agricultural practices, thereby improving the District's ability to manage the groundwater resources in a sustainable and efficient manner.
