4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
- This would be a Jurisdictional Consolidation Basin Boundary Modification (BBM) that consolidates the small portion of the Millville subbasin within Tehama County into the South Battle Creek subbasin which is entirely located within Tehama County and the jurisdictional boundaries of the Tehama County Flood Control and Water Conservation District (District). The District is the Exclusive Groundwater Sustainability Agency for all portions of the Bulletin 118 identified groundwater subbasins located within the external boundaries of Tehama County. Prior to the 2016 BBM process, the northern boundary of the South Battle Creek subbasin followed the boundary line between Tehama and Shasta counties. In 2016, DWR modified this boundary to follow Battle Creek all the way to the Sacramento River, thereby placing approximately 1,050 acres of land within Tehama County, into the Millville subbasin. The District is requesting the boundary between the Millville and South Battle Creek subbasins be returned to the Tehama/Shasta county lines, similar to what existed prior to the modifications made in 2016. Both the Millville and South Battle Creek subbasins are classified as low priority subbasins and therefore are not required to have to have a Groundwater Sustainability Plan developed under the Sustainable Groundwater Management Act of 2014. The District intends to manage all of the alluvial groundwater subbasins within its jurisdiction in some manner, no matter their classification. Consolidating this small portion of the Millville subbasin into the larger South Battle Creek subbasin will allow for more efficient management of the groundwater resources within the District’s jurisdiction.
