4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
  • Sacramento County is requesting a jurisdictional basin boundary modification, changing the boundaries of the Solano and Tracy Subbasins at West Island to align with the Sacramento County boundary. Government code 23134 defines the Sacramento County boundary, basing the southwest county boundary on the centerline of the waterway, with West Island being in Sacramento County. The West Island area is approximately 580 acres (440 acres water and 140 acres uninhabitable land) of Sacramento County currently shown in Bulletin 118 in the Tracy Subbasin. Sacramento County believes that this acreage should be located in the Solano Subbasin to optimize management activities of this region, eliminating Sacramento County?s groundwater management responsibility in the Tracy Subbasin. This request for a basin boundary modification would affect groundwater basin boundary segment 06-07, which is based on the flowline from the National Hydrography Dataset for the San Joaquin River. The southern boundary of Sacramento County is similar to the flowline, except near West Island, where the County boundary is south of the island and the current basin boundary is north of the island. The requested modification would affect a 3-mile long portion of the 21-mile long common Contra Costa/Sacramento County boundary, and shift the current basin boundary up to 0.5 miles south (see Figure). The Solano Subbasin would increase in size by 0.14% and the Tracy Subbasin would decrease in size by 0.17%.
