B. Description of Proposed Boundary Modification

  1. Extend the boundary in the southwestern portion of the basin to include additional alluvial area.

  2. Eastern Municipal Water District (EMWD) is requesting a modification to the boundary of the San Jacinto Basin 8-05 for scientific reasons. EMWD intends to modify the extent of the boundary for the southwestern portion of the San Jacinto Basin just west of Diamond Valley Lake, known as the Domenigoni portion of the basin, to include additional alluvial area. Well owners within the Domenigoni portion of the San Jacinto Basin are coordinating with EMWD and the Metropolitan Water District of Southern California to develop a Basin Management Plan for the this area. Basin Management Plans include monitoring programs, data management programs, groundwater resources protection, and sustainable groundwater management. Incorporating the portion of the alluvial basin that extends south and west into the San Bernardino Base Meridian, Township 06 South, Range 02 West, Sections 16, 17, 20, and 21 would enhance the hydrologic and hydro-geologic knowledge of that portion of the Santa Margarita Watershed as a Basin Management Plan moves forward. Groundwater level and groundwater quality data would be collected and analyzed for this area along with the upper Domenigoni area just downstream of the west dam of Diamond Valley Lake. Analysis of the relationship between the Domenigoni Valley and the alluvial basin extending beyond the bedrock lip in Section 9 becomes a critical part of the groundwater and surface water discharges as development encroaches. The USGS geologic map adopted by the Court as Exhibit No. 274 (1960) in the Santa Margarita River Watershed adjudication mapped the area's alluvium extending south of the bedrock lip and showed at least 10 water wells constructed in Sections 16, 17, and 20. There is almost no recent data available. The addition of groundwater monitoring wells as part of a Basin Management Plan will yield invaluable knowledge about the alluvial basin. As the region develops, this alluvial area may yield answers to questions about recharge areas for captured storm water, imported water and/or recycled water, and variations in water quality based on land use, among other potential benefits. The USGS map indicates the alluvial basin pinches to a very narrow sliver at the southwest corner of Section 17, suggesting this is a logical spot to place a boundary. (see Attachment B1-B3)

E. General Information

The lateral boundaries of the alluvial aquifers that form the San Jacinto Basin and the definable bottom of the basin are described in the San Jacinto Groundwater Flow Model Update 2014 (see Attachment E1). With the addition of future well monitoring as part of a Basin Management Plan for the Domenigoni portion of the San Jacinto Basin, future updates of the model will be able to include this area.

F. Notice and Consultation

City of Hemet, City of Perris, City of San Jacinto, Nuevo Water Company, Elsinore Valley Municipal Water District, Lake Hemet Municipal Water District, Western Municipal Water District, Santa Margarita River Watermaster, Hemet-San Jacinto Watermaster, Domenigoni-Barton Properties, Jackson Tidus, and Metropolitan Water District of Southern California.
Some individual agencies were contacted and scheduled for one-on-one meetings to discuss the proposed basin boundary modifications. On January 19, 2016 with the Santa Margarita River Watershed Watermaster. On February 25, 2016 with the California Department of Water Resources, Southern Section. Several meetings were held with Domenigoni-Barton and Jackson Tidus from December 2015 through March 2016. On March 8, 2016, a formal letter was sent to each local agency and public water system affected by the basin modification request notifying them of EMWD's intent to request a basin boundary modification and requesting comments regarding the proposed modification (see Attachment F1).
In response to a letter received from the Domenigoni-Barton Mutual Water Company and the Domenigoni-Barton entities requesting a basin boundary modification (see Attachment F2), EMWD has worked cooperatively with these entities to initiate and submit this request for basin boundary modification. A consultation was held with the California Department of Water Resources, Southern Section on February 25, 2016 and five action items were identified (see Attachment F3). EMWD and the Domenigoni-Barton entities worked cooperatively to provide answers to DWRs questions (see Attachments F3-F15)

In response to EMWD's letter dated March 8, 2016, EMWD received a letter of support from the Santa Margarita River Watershed Watermaster (see attached). Also, EMWD received email responses from the Santa Margarita River Watershed Watermaster, Lake Hemet Municipal Water District, and Western Municipal Water District (see attached).

I. Hydrogeologic Conceptual Model

Requests for boundary modification, must include a document or text to a clearly defined hydrogeologic conceptual model demonstrating each of the following:
A Hydrogeologic Conceptual Model was developed for the San Jacinto Basin in support of the San Jacinto Groundwater Flow Model Update 2014 (see Attachment I1). With the addition of future well monitoring as part of a Basin Management Plan for the Domenigoni portion of the San Jacinto Basin, future updates of the model will be able to include this area.

J. Technical Studies for External Scientific Modifications

Requests for a scientific modification must include a document containing information that demonstrates the extent of the aquifer. Provide the following:

The requested scientific external modification to the Domenigoni portion of the San Jacinto Basin boundary south of the bedrock lip in the San Bernardino Base Meridian, Township 06 South, Range 02 West, Sections 16, 17, 20, and 21 make the basin boundary consistent with the mapped alluvial deposits defined by the federal court adjudication and by the USGS mapping of the alluvial areas in 2001. Also, the requested modifications will aid in the effective groundwater management of this area. The alluvial area was first delineated by the DWR in Bulletin 57-I, as part of the Santa Margarita River Inestigation (see Attachment J13). The alluvial area was more recently delineated by the USGS in the Open File Report 03-188 for the Winchester 7.5' Quadrangle (see Attachment J12) and the associated geologic map (see Attachment J1). Furthermore, seven available well completion reports in the basin area south of the bedrock lip indicate shallow alluvium along the perimeter of this area, and potentially significant water-bearing alluvium toward the center (see Attachment J3). Two of the seven well completion reports, Permit #22204 and #22630, estimated production at 60 and 100 gallons per minute, suggesting that some of the driller's descriptions of "DG", "clay", or "fractured rock" may be alluvial materials to depths of 55 feet. No well completion reports for the area just south of the bedrock lip in Section 16 were available for review. By contrast, well that lie along the edges of the alluvial basin have production estimates of less than 5 gallons per minute (see Attachments J4-J10). It is also important to consider that this area supplies agricultural and rural demands. There are no municipal production wells in this area.
