The request is to eliminate fringe portions of the basin in Santa Barbara County that lie outside of the boundary of the adjudicated basin. These areas all are: areas of improperly mapped consolidated materials, parcels managed pursuant to the adjudication that are split by the shapefile provided to DWR by the basin water master, areas of limited connectivity and limited contribution to the main basin, and/or areas of limited to no water use. The end result would be that the entire basin within Santa Barbara County would be managed pursuant to the adjudication, with no impact on the likelihood of sustainable management.

YesThis application includes requests for distinct areas along the fringe of the Santa Maria Groundwater Basin in Santa Barbara County. These include the following: A) Southwestern Fringe, B) Orcutt Hill and Southern Fringe, C) Sisquoc River, D) Tepusquet Creek.

In review of CEQA, the Santa Barbara County Board of Supervisors, acting as the Santa Barbara County Water Agency Board of Directors, has made the determination that Basin Boundary adjustment does not constitute a "Project" under CEQA and is therefore not subject to CEQA.
E. General Information

The following description of lateral boundaries is for the portion of the Santa Maria River Valley Groundwater Basin within Santa Barbara County. The remaining portion of the Basin outside of Santa Barbara County will be described in the boundary modification proposed by the County of San Luis Obispo.
The proposed lateral boundary is delineated on the west and southwest by the Pacific Ocean, on the north by the boundary line between the Counties of Santa Barbara and San Luis Obispo, on the east by the San Rafael Mountains and the Santa Maria River Fault Zones, on the southwest by the Casmalia Hills, on the south by the Solomon Hills and the San Antonio Creek Valley Groundwater Basin, and aligning along the adjudicated boundary of the Santa Maria Valley Management Area. The bottom boundary of the subbasin is identified as the contact between the saturated sediments of Paso Robles/Careaga Formations at depths ranging from 600 to 2,500 feet and the underlying Monterey and/or Obispo Formations.

A list of interested local agencies and public water systems were identified and compiled through Santa Barbara County Water Agency's local knowledge, searches of the Santa Barbara County geographic information system database and Santa Barbara County Environmental Health Services public water system database, and through extensive consultation with San Luis Obispo County staff.

All requests for boundary modification must include the following:

There are no local agencies within the Santa Barbara County fringe areas, and these areas contribute negligible flow into the main Santa Maria River Valley Groundwater Basin. There was therefore little interest in this proposed modification. Comments were received from two entities: Flood Ranch Company (a public water system), and Tepusquet Canyon Crisis Committee (a local landowners group). Both entities were supportive - see attached.

No opposition to the proposed boundary modification was raised.

Requests for boundary modification, must include a document or text to a clearly defined hydrogeologic conceptual model demonstrating each of the following:

The proposed boundary modification is unlikely to affect sustainable groundwater management. A brief hydrogeologic conceptual model is outlined in Attachment I. Additional details are included in Attachment J2.
