4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
  • The San Timoteo Subbasin (subbasin) is part of the Upper Santa Ana River Valley Groundwater Basin. Eastern Municipal Water District (EMWD) is the Groundwater Sustainability Agency (GSA) for the southwest portion of the subbasin (SWSTGSA). The San Timoteo Groundwater Sustainability Agency (ST-GSA) was formed between four Forming Parties: the City of Redlands, San Gorgonio Pass Water Agency, Beaumont Cherry Valley Water District, and Yucaipa Valley Water District, and is the GSA for the northeast portion of the subbasin. The adjudicated area within the subbasin is the main production zone of the subbasin. DWR released draft basin prioritization results in 2018 and the subbasin was designated “very low priority”. Please be advised that the SWSTGSA intends to request modifications to the boundary of the subbasin, Department of Water Resources (DWR) Bulletin 118 California’s Groundwater (Bulletin 118) Subbasin 8-002.08. The request is to eliminate the southwest portion of the DWR Bulletin 118 subbasin based on scientific criteria set forth by DWR. The boundary modification is considered scientific to address the southwestern portion of the subbasin. The southwestern area generally encompasses the Badlands area between the cities of Moreno Valley and Beaumont, as well as the San Jacinto Mountains between the cities of San Jacinto and Banning. The southwestern portion of the subbasin has Geologic characteristics, specifically the age of sediments (Pliocene-Miocene) and formation (upturned subbasin), that are insufficient for sustaining significant quantities of groundwater, therefore, providing justification for the boundary modification.
