4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
  • The Los Osos Basin Fringe Areas - County of San Luis Obispo Groundwater Sustainability Agency (GSA) is submitting an initial notification to the California Department of Water Resources (DWR) of the GSA's decision to explore boundary modification(s) for the Los Osos Valley Groundwater Basin (Bulletin 118 Basin No. 3-08; "Los Osos Basin"). A majority of the Los Osos Valley Groundwater Basin is subject to the adjudication stipulated in 2015; however, there are multiple "fringe areas" in the Los Osos Basin located outside of the adjudicated area. All three non-adjudicated "fringe areas" within the County of San Luis Obispo will be considered for the basin boundary modification request. The following potential basin boundary modifications are being explored for either internal or external boundary modification based on scientific evidence and justification. In certain boundary modification scenarios, it should be noted that the adjudicated area itself may become its own subbasin. (A.) Fringe Area 1 - This fringe area, approximately 2.4 square miles, includes agriculture land use and abuts the eastern edge of the adjudicated management area. Previous studies show little or no groundwater connectivity to the adjudicated basin area due to geological formations. Data from this area is being reviewed in the basin characterization study. The potential basin boundary modification for this fringe area may include creating a basin subdivision ("subbasin") with a jurisdictional boundary modification, supported by scientific evidence. (B.) Fringe Area 2 - This fringe area, approximately 2 square miles, includes the Montana de Oro State Park/recreational land use, is owned by the State of California, and abuts the south-western edge of the adjudicated management area. The potential basin boundary modification for this fringe area could follow several approaches such as creating a subbasin based on jurisdictional with supporting scientific information; or removal of this fringe area from DWR's Bulletin 118 Los Osos Basin boundary based on scientific information/evidence, such as a hydrogeological barrier from the Los Osos fault zone. (C.) Fringe Area 3 - This fringe area, approximately 4 acres, includes open space land use and is owned by the State of California. The potential basin boundary modification for the fringe area is likely a scientific boundary modification to remove this area.
