4. BRIEF DESCRIPTION OF POTENTIAL BASIN BOUNDARY MODIFICATION REQUEST
  • The Santa Rosa Basin boundary as represented in the DWR Bulletin 118 GIS database—currently the official state definition of the basin’s extent—does not include groundwater wells that may impact hydrologic conditions within the basin and does not accurately reflect the basin’s geology. The proposed modification to the boundary would capture the outlying wells and, by according with the extent of alluvium in the basin, better incorporate the water-bearing formations of the Santa Rosa Valley, thereby increasing the likelihood of sustainable groundwater management. The northern border of the Santa Rosa Basin is coterminous with the Las Posas Basin; this demarcation is not changed in the proposed modification. The eastern and southern extents of the basin do not border any other groundwater basins. The western border is coterminous with the Pleasant Valley Basin, and the proposed boundary modification would not shift that boundary. The proposed boundary modification would not affect FCGMA jurisdiction over any wells. The changes to the southern and eastern boundary result from an attempt to more closely align the boundary with water-bearing alluvium. The proposed boundary is drawn along the line of transition from volcanics to various alluvial deposits, where the slope of the Conejo Hills breaks on the southern edge and following the contours of various volcanic outcroppings to the east. In some areas, especially along the southern boundary, the proposed boundary would reduce the footprint of the basin; here the Bulletin 118 boundary traverses, and therefore includes, Conejo volcanics that are not water bearing.
