The Colusa Groundwater Authority (Authority) is a Joint Powers Authority comprised of the following agencies: County of Colusa, City of Colusa, City of Williams, Glenn Colusa Irrigation District, Colusa County Water District, Princeton-Codora-Glenn Irrigation District, Provident Irrigation District, Maxwell Irrigation District, Westside Water District, Reclamation District 108, Reclamation District 479, and Colusa Drain Mutual Water Company. The JPA Board also consists of two private pumper representatives from the Colusa County Groundwater Commission appointed by the Colusa County Board of Supervisors, and serving as Directors on the Board of the Authority. The City of Colusa, City of Williams and the County of Colusa have land use authority on land overlying the County portions of the Colusa and West Butte Groundwater subbasins, and have the authority to acquire and manage water supplies. The remaining JPA members are special districts formed pursuant to various provisions of the California Water code with, among other powers, the power to acquire water supplies for their districts and manage such supplies. The Colusa Groundwater Authority was formed to act as the Groundwater Sustainability Agency (GSA) for the county portions of the subbasins subject to SGMA, and to sustainably manage groundwater resources in coordination with other local GSAs in the most efficient manner possible. The Authority will also act as a forum to engage and inform the general public regarding groundwater management activities and water management issues.

The Colusa Groundwater Authority (Authority) maintains a list of interested parties pursuant to Water Code Section 10723.2. All meeting materials and information relevant to SGMA planning and implementation are readily available to the public via website and handouts at public meetings. The Authority has and will continue to consider the interests of all beneficial uses and users of groundwater in operating its GSA and developing and implementing its Groundwater Sustainability Plan (GSP). For more than two years, a Colusa County GSA Workgroup held numerous public meetings to provide outreach and to determine the best governance structure for the local groundwater basins. The Workgroup utilized facilitation support services from the Center for Collaborative Policy, provided by DWR, to ensure that accurate and relevant information was disseminated, and that the process was inclusive of all interested parties. Meeting topics included SGMA education, development of guiding principles and formation of a Joint Powers Agreement. Authority member agencies also provided regular SGMA updates at their public board meetings. Colusa County staff, on behalf of the GSA Workgroup, provided extensive outreach via two large public information meetings, regular email updates, newsletters and website content. In addition to the Authority?s public outreach efforts, it also designated two private pumper Director seats on its Board to ensure that the needs of agricultural groundwater users are well represented. Public meetings held included: 2 GSA Workgroup meetings prior to receiving facilitation support services; 18 facilitated GSA Workgroup meetings; 1 Joint Colusa and Glenn Counties GSA Workgroup meeting; 2 Legal Review Subcommittee meetings; 4 Governance Subcommittee meetings; 4 Budget Subcommittee meetings; 5 Private Pumper Advisory Committee (PPAC) meetings; 2 large public information meetings at the Colusa County Fairgrounds with over 200 attendees. Coordination and Outreach activities included: Extensive public outreach and engagement via emails, newsletters, presentations and public meetings; Extensive GSA-eligible agency outreach and coordination; Regular SGMA updates at the public board meetings of the Authority member agencies; Regional coordination efforts with the six counties of the Northern Sacramento Valley Integrated Regional Water Management Planning group (Butte, Colusa, Glenn, Shasta, Sutter, Tehama); Coordination with local Tribal representatives (representatives from the two Tribes in the County, the Colusa Indian Community and the Cortina Rancheria, have been heavily involved in SGMA planning meetings, as well as other local and regional water management activities); Creation of the Private Pumper Advisory Committee (PPAC) which has become a model for our region; Inclusion of private pumper representation on the Authority Board to provide a strong outreach connection to agricultural groundwater users; Coordination and communication with other GSA Workgroups and with the Department of Water Resources and the State Water Resources Control Board. The Colusa Groundwater Authority will continue its outreach efforts during Groundwater Sustainability Plan (GSP) development, continue to expand the list of interested parties, and continue to encourage broad stakeholder engagement.
