AGSA Eligibility Determination

  1. The Merced Irrigation-Urban Groundwater Sustainability Agency (MIUGSA) will be governed through a memorandum of understanding (MOU) between the parties (members). Member agencies include the cities of Merced, Atwater and Livingston, the Community Services Districts of Planada and Le Grand, Winton Water and Sanitary District, and the Merced Irrigation District. Except for the Merced Irrigation District (MID), all of associate member agencies' entire service areas are located within the Merced Groundwater Subbasin. A small area of the MID is located within the Turlock Groundwater Subbasin, where MID is a member of the East Turlock Groundwater Subbasin GSA joint power authority. A separate area, the El Nido area of MID was relocated from the Chowchilla Groundwater Subbasin to the Merced Groundwater Subbasin through a subbasin boundary modification . Therefore, it currently is a part of the MIUGSA. However, as DWR is aware that this modification is contingent on the execution of inter-basin agreement setting forth the terms and conditions of the relocation is still pending. Should an inter-basin agreement failed to be executed before the 2018 second boundary modification period, MID will request reverting to the previous Bulletin 118 boundaries and will consider a separate GSA for the El Nido area. The urban agencies represented by three cities, a water and sanitary district and three community services districts, supply groundwater to customers for municipal and industrial uses. The cities govern water supply, water management, and land use policies within their boundaries. The Merced Irrigation District boundary generally includes all urban agencies. The District manages water supplies and resources throughout its service area.
