  4. The Alpaugh Irrigation District has certain lands within its service area boundaries that lie in the neighboring Tulare Lake Subbasin. The portion of the Alpaugh Irrigation District lands within the Tulare Lake Subbasin are in the exclusive Alpaugh Irrigation District GSA (not the Alpaugh GSA). Also, the Atwell Island Water District lands in Kings County are not in this Alpaugh GSA. Also attached is a map and correspondence resolving the overlap between Tri-County Water Authority and Alpaugh GSA. The newly uploaded PDF map above is intended to resolve the overlap with Tri-County Water Authority.   2. The other proposed GSAs in the Tule Subbasin include: Tri-County Water Authority GSA, Delano Earlimart ID GSA, Eastern Tule JPA GSA, Lower Tule River Irrigation District GSA, and Pixley Irrigation District GSA.
  3. To date, the governing document for Alpaugh GSA is the Memorandum of Understanding. Upon becoming an exclusive GSA, it intends to form a JPA and develop further governance.
