STRGBA member agencies include the cities of Modesto, Oakdale, Riverbank and Waterford, Stanislaus County, and Oakdale and Modesto Irrigation Districts, and are located either totally or partially with the Modesto Sub-basin. Modesto and Oakdale Irrigation Districts provide surface water and groundwater supplies to their customers. The member cities supply only groundwater to their customers, except for City of Modesto which also purchases treated surface water from Modesto Irrigation District. Stanislaus County is responsible for land use governance in the unincorporated portions of the county. The cities govern water supply, water management and land use policies within their boundaries.
